A touch of irony

CIPPIC's tweeting of the CRTC's network management proceeding got throttled. Not by its ISP, but by Twitter itself!
As CIPPIC wrote on the National Post live blog at 11:44:
Heh "Wow, that's a lot of Twittering! You have reached your limit of updates for the hour. Try again later." CIPPIC got twitter throttled :-PUnclear to me where Twitter is transparent in its Terms of Service as to what constitutes limits on updates.
I can't wait to see the regulatory complaint on this one.

Twitter's plenty transparent. I don't know of a client that doesn't support the API limit countdown.
http://apiwiki.twitter.com/Rate-limiting
And their website isn't limited, hence why Tweetdeck uses the web frontend as a fallback.

I think you dove too deeply. I'm not talking about an Twitter application or API. That info is for developers. I'm talking about Twitter users. How did CIPPIC exceed a published usage threshold or why did they get that message?
